I don’t think all the HVs are cask-strength. Quite a number of the unaged bottlings are reduced (to a still-high proof).
So far the only possible candidates seem to be those bottled at 57% or 59%, of which there are five that I know of. But since it’s not clear that a reduction has in fact taken place, I’d have to reserve judgement.
I was inferring from examples like Forsyths WP 502 vs 151 proof. Of course, the higher proof could be due to a second distillation, and the 151-proof got from careful blending of casks, but I find it more likely that at least one of them is reduced.
